Over 24,700 New Motor Vehicle Parking Spaces Added in Complete Community Construction Pilot

According to recent data released by the Ministry of Housing and Urban-Rural Development, significant progress has been made in the complete community construction pilot program over the past two years. More than 2,000 various service facilities, including elderly care, childcare, and convenience stores, have been built or renovated, resulting in the addition of 24,700 new motor vehicle parking spaces and over 5,900 public charging facilities, as well as more than 700,000 square meters of public activity spaces and green areas. The ministry's 'Complete Residential Community Construction Guidelines' define a complete community as one that has well-developed basic public service facilities, convenient commercial services, comprehensive municipal infrastructure, ample public activity spaces, full property management coverage, and a strong sense of belonging and identity among residents. In July 2023, the Ministry, along with six other departments, announced the launch of a pilot program in 106 communities to enhance community service functions and address the shortcomings in community service facilities. Currently, 18 provinces, including Zhejiang, Chongqing, Hubei, and Hunan, have expanded the scope of the pilot program, creating 3,000 complete community construction models. A relevant official from the ministry stated that the next steps will involve expanding the pilot program's coverage and improving its quality and efficiency. Communities will conduct specialized assessments, and cities with suitable conditions will formulate special plans for complete community construction, establishing a project database and implementation plan, while strengthening design guidance based on local conditions.
