Chongqing Unveils Smart Connected Vehicle Industry Action Plan for 2025-2027

Recently, the "Chongqing Smart Connected New Energy Vehicle Industry Chain 'Yuchain Smart Engine' Action Plan (2025-2027)" has been publicly soliciting opinions from society. This plan focuses on the development of the smart connected new energy vehicle industry chain, with the integrated construction of vehicle-road-cloud as a core highlight, painting a new picture of intelligent transportation in Chongqing. In the construction of the vehicle-road-cloud integration, Chongqing will formulate a pilot work plan for the application of smart connected vehicles, providing clear guidance from a top-level design perspective. The roadside infrastructure system aims to create a network that is fully covered, technologically diverse, standardized, and reliable. This means that the roads in Chongqing will no longer merely serve as a carrier for vehicle movement but will become intelligent spaces with high perception and interaction capabilities. Whether in the city’s streets and alleys or the vast stretches of highways, intelligent sensing devices will be comprehensively deployed, integrating different technologies to provide precise and real-time traffic information, ensuring driving safety and efficiency. The cloud control platform serves as the 'smart brain' of the vehicle-road-cloud integration. Chongqing will establish a layered, decoupled, cross-domain shared cloud control platform. The decoupled design allows each layer of the platform to operate independently while collaborating, facilitating flexible expansion and upgrades; cross-domain sharing breaks down data barriers between different regions and fields, optimizing resource allocation; and full sharing allows various traffic participants to benefit, enhancing the overall efficiency of the transportation system. Through this platform, seamless connections between vehicles, roads, and the cloud will enable rapid information transmission and processing, providing solid support for intelligent driving. The diverse application scenarios reflect the value of the vehicle-road-cloud integration construction. Chongqing will create application scenarios covering collaborative warning, collaborative assisted driving, and collaborative autonomous driving functionalities for smart buses, trunk logistics, automatic parking, and more. In the smart bus scenario, passengers can enjoy more punctual and comfortable travel services, with vehicles intelligently adjusting their speed and routes based on real-time traffic conditions; trunk logistics will achieve efficient transportation, lowering logistics costs and enhancing supply chain stability; and automatic parking functionality will make parking easier, addressing urban parking challenges. Additionally, Chongqing will actively explore sustainable business models to ensure that these application scenarios can not only be implemented but also achieve long-term stable operations, injecting continuous momentum into the development of the smart connected vehicle industry. Funding is crucial for project construction. Chongqing is actively raising funds from the Ministry of Transport’s project for the 'Digital Transformation and Upgrade of Highway and Waterway Transportation Infrastructure' and the National Key R&D Program to provide strong financial support for the vehicle-road-cloud integration construction. According to the plan's objectives, by 2027, Chongqing aims to have built a total of 600 sensing intersections, covering 2,500 kilometers of urban roads and highways, and to have over 20,000 existing vehicles equipped with collaborative warning functions through OTA upgrades.
