China's Ministry of Commerce Launches 2025 'Thousand Counties, Ten Thousand Towns' NEV Consumption Season

China’s Ministry of Commerce (MOFCOM) today announced the launch of the “2025 Thousand Counties and Ten Thousand Towns New Energy Vehicle (NEV) Consumption Season.” The initiative aims to stimulate NEV adoption across the country’s vast county and township regions.

According to the official notice, the campaign calls for the broad mobilization of social forces to support the NEV consumption drive. Key measures include enhancing the operational efficiency of independent third-party used car information platforms, promoting the use of inspection platforms for in-use NEVs, and expanding the scale of the used NEV market.

The notice emphasizes the need to accelerate the construction of essential infrastructure in county and rural areas, including parking lots, charging stations, after-sales service centers, and recycling points for end-of-life vehicles. These efforts are designed to facilitate trade-ins and alleviate common concerns associated with daily vehicle use. The ministry also encourages the innovative transformation of existing gas stations into comprehensive “township auto service stations” that integrate sales, maintenance, parking, charging, dining, and accommodation services.

Furthermore, the initiative seeks to cultivate a vibrant automotive aftermarket by creating diverse consumption scenarios such as vehicle customization, classic car events, RV camping, and motorsports. This strategy aims to foster the integrated development of commerce, tourism, culture, and sports, thereby extending the automotive consumption chain.

Local authorities are instructed to leverage their unique resources and industrial characteristics to organize a series of creative NEV consumption events, utilizing auto malls, business districts, pedestrian streets, and rural markets. Each region is encouraged to recommend one or two key events to MOFCOM for greater support and promotion.

The Ministry will consider local market conditions, event uniqueness, and the implementation of related policies like vehicle trade-in programs to provide targeted guidance and publicity, aiming to maximize the campaign’s impact.
